Official Virginia counts use CCA, Virginia law, Census and SAMHSA sources. Adult-use sales and home-grow dollar figures are directional market scenarios documented below and should not be read as guaranteed revenue or attendance forecasts.
Adult-use sales model
The displayed ~$925M long-run market figure is derived from the 2026 Virginia Department of Planning and Budget fiscal-impact model. Its FY2032 6% marijuana-tax estimate of $55.5M implies approximately $925M in taxable adult-use sales. The model uses JLARC's lower-bound retail sales trajectory and predates the final July 1, 2027 launch timing, so it is presented as market scale rather than a guaranteed forecast.

Medical market economics
CCA's seed-to-sale system recorded $29,942,138 in medical cannabis sales and 256,432 transactions in July and August 2026. Annualizing the two-month sales run rate produces about $180M; dividing sales by transactions produces an average transaction value of about $117. These are arithmetic run-rate measures, not CCA annual forecasts.
Home-grow demand pool and spend
SAMHSA estimates 1.331M Virginia adults age 18+ used marijuana in the past year. The 2024 ACS reports 6.577M Virginians age 21+ versus 6.937M age 18+, so the 21+ user pool is approximated at about 1.26M by applying that age ratio. Using the same 25% home-cultivation participation proxy used on the Minnesota page yields about 315K potential home growers. Applying the same conservative ~$333 annual spend assumption produces an approximately $105M annual home-grow demand pool. This is a CannaCon market-sizing scenario, not a Virginia CCA forecast.
Impact-license metric
The prior Tier V cultivation metric was removed because it described a narrow statutory cultivation tier rather than the broader addressable buyer pool. The replacement uses the initial impact-license milestone, which is more relevant to exhibitors evaluating new businesses entering the market.
