For applicants who have received their preliminary license approvals from the OCM, the next step is the daunting Final Plans of Record which must be submitted within a limited time frame. As part of the Final Plans of Record, a detailed design plan must be created, and this involves getting several experts to collaborate on a single set of drawings. Jennifer Martin is an industry veteran, specializing in licensing acquisition in multiple states since 2015 and indoor cultivation since 1995. She is an expert in state cannabis compliance, standard operating procedures and working with state regulatory agencies to finalize cannabis licenses of all types.

Jennifer won her first Cannabis Cup for indoor cultivation in 1998 and received her most recent trophy in April 2025. She has designed multiple indoor facilities and has a passion for developing purple, mold-resistant genetics and in creating custom nutrient formulas for her customers.
