Best Recreational Cannabis Dispensaries In Minnesota

Minnesota’s Recreational Cannabis Marketplace

Minnesota began offering medical marijuana sales back in 2015, but it wasn’t until 10 years later that statewide recreational sales began.

Officially legalized in 2023, the first recreational sale was on tribal lands in that year, but the first non-tribal recreational sale didn’t happen until September 2025. Now, adults 21 years and older can legally purchase cannabis from retailers across the state. Adults are allowed to carry up to two ounces of flower, eight grams of concentrate, or 800 milligrams of edibles, and possess up to two pounds of flower at their home.

Due to the relative newness of the market, some medical dispensaries are still shifting toward combined sales, new recreational dispensaries are still opening, and the variety of products offered at dispensaries is continuing to expand. No surprise there are already some really excellent dispensary options in Minnesota. Below you’ll find a few of our favorites across the North Star State. (For a closer look at the Twin Cities, check out our article on the best dispensaries in Minneapolis-St. Paul.)

Waabigwan Mashkiki

Claiming the title of Minnesota’s first recreational dispensary, Waabigwan Mashkiki is a tribally-operated brand with three locations across the state. This brand offers their own small-batch, indoor-grown strains in addition to some of the finest quality cannabis products from around the state and region.

Waabigwan Mashkiki only offers products made with pure cannabis extracts — never any synthetics or Delta 8. From meticulously-grown flower to unique gummies and drinks, every product stocked here offers nothing but excellence for cannabis connoisseurs. They also offer a $10 credit when you download their app, so remember to check out their tech before rolling in.

Native Care

If you’re looking for a Minnesota dispensary that’s also an experience, check out Native Care. They offer fun events like their Mindful Movement & Connection infused yoga class, Vape and Bingo game sessions, and more. Their vibes are on point with staff who offer both professional expertise and a good time in a friendly atmosphere.

Owned by the Red Lake Nation, the Ojibwe culture is central to the Native Care brand. You can see it in everything from their branding to their sustainable packaging, and you can feel it in the flower grown and produced on their sovereign land. They are committed to elevating Minnesota’s cannabis community and ensuring everyone feels comfortable and welcome in their dispensaries.

Legacy Cannabis

What began as a high-quality glass shop in 2010 evolved into a unique opportunity to dually support local blowers as well as local growers. With a huge selection of flower, gummies, drinks and more, the Legacy Cannabis Woodbury and Duluth dispensaries also offer super cool heady artwork inside to accompany your groovy mood. They also host glass blowing demonstrations from local functional artisans, transforming your strain discussion into a whole new experience.

Owner Josh Wilken-Simon has been advocating for recreational cannabis for years, and he serves on the state’s Cannabis Advisory Board. He also hosts the annual Legacy Cup — a festival that celebrates the state’s outstanding cannabis community. What a guy!

Green Goods

Located in eight communities across the state from Moorhead to Rochester, this chain of Minnesota dispensaries was founded on the philosophy that everyone has the right to feel good. Their team of medical professionals conducts research, offers education opportunities, and hosts events to guide the community through the latest in cannabis science advancement and innovation.

In addition to supporting more than 50K medical cannabis patients, Green Goods is dedicated to offering a variety of flower, pre-rolls concentrates, tinctures and more for Minnesota recreational adult use. Loyal customers can participate in their Green Goods Rewards program, and they roll out fresh deals every week.

Hopkins Dispensary

This highly-rated Minnesota dispensary takes a curator’s approach, selecting partner brands that offer quality, rigorously-tested items including flower, prerolls, vapes, concentrates, topicals, edibles, and more. Hopkins Dispensary makes shopping easy too — you can place an order online, and they’ll have it ready when you arrive.

If you’re not sure which products are for you, Hopkins Dispensary’s investment in staff training shines through. Each member of their team will offer expert education for beginners, suggesting products that support the experience you’re seeking.

Lake Leaf Dispensary

In the central part of Minnesota, you’ll find Lake Leaf Dispensary — a proudly tribal-owned company that features locally-grown cannabis. They are a true seed-to-sale business, managing each step of the process from grow to sale to ensure quality and consistency.

While the outside of their Onamia location may not instantly catch your attention, inside you’ll find that their premium selection of flowers, edibles, prerolls and vapes might be just what you’re looking for before you hit Grand Casino or enjoy a day at the lake. Bonus: When you purchase on tribal lands, you don’t pay state taxes!

Tranquil Gardens

A family-owned microbusiness located in downtown Winona, the Tranquil Gardens dispensary offers a familiar, friendly vibe. The owners — mom, dad and son — all have a passion for both cannabis and the community. Tranquil Gardens offers retail space for local artists to display and sell jewelry, art, and functional glass, alongside their selection of craft cannabis edibles, vapes and Minnesota-grown flower.

The Stash & Co.

This amazing boutique shop is way more than just a Minnesota dispensary. The Stash & Co. stocks an incredible array of gifts, accessories, jewelry, handmade soaps and even house plants, alongside their selection of adult-use items, grinders and functional glass pieces that double as works of art. With this much to check out in one store, the genuinely caring owners and the elevated vibes here could be reason enough to visit Rush City.
